The Pennsylvania Society for the Prevention of Cruelty to Animals (PSPCA) regularly rescues a large number of cats from hoarding situations. Often times, these cats live in overpopulated, unsanitary conditions which result in respiratory infections and other medical issues. Most have not been exposed to the outside world nor have had much contact from the person responsible for their care.
In many ways these cats act "feral", yet they are usually indoor/outdoor or indoor only felines. Cats that come from these homes can't live in a cage or at PSPCA's shelter. They can't be simply released into a community colony or barn staff that care for them - they feel trapped, scared, and stressed in cages. Most of these rescued cats are extremely difficult to adopt and their time at the shelter is often months to years. Furthermore, there are more cats being rescued than being placed into homes and PSPCA operates under a no-kill philosophy.
PSPCA's working cat program is designed specifically for cats rescued from cruelty and prepares them for alternative home placements. They are determined to construct an indoor/outdoor living space for the cats, which will provide a safe, low-stress environment that teaches cats how to respond appropriately to weather in all seasons, while incorporating enrichment and living comforts. This kind of housing will let cats learn and exhibit normal behaviors, allow for safe care, and decrease the frequency of staff injuries. Additionally, it will create an environment for behavior work and assessments to help these cats while they patiently wait for the type of home they need and deserve!
